Windows XP Downgrade No Longer Available

On Thursday I was ordering some workstation from dell for a client and inquired about downgrading to Windows XP.  The Dell rep that was working with informed me that they are no longer allowed to downgrade Windows 7 to Windows XP.  This will affect any person or organization which does not an agreement in place with Microsoft.  It really did not surprise me seeing as Windows XP SP3 will no longer be supported after April 8, 2014.
